DARRYL SPENCER
Darryl Spencer is a licensed professional engineer with more than 43 years of engineering and leadership experience in public transportation, fleet operations, infrastructure modernization, and the utility energy sector. He provides technical expertise in transit operations and maintenance, including transit asset management (TAM), state of good repair (SGR), rolling stock engineering, and configuration management.
Mr. Spencer spent 32 years at Dallas Area Rapid Transit (DART), rising through five engineering leadership roles to Vice President of Engineering & Technical Services. In that role he led Systems Engineering, Fleet Engineering, and Reliability Engineering/Asset Management. He provided technical leadership for nearly $6 billion in transit assets and guided more than $2.5 billion in capital modernization programs. He was the technical authority for rolling stock, rail systems, and propulsion technologies, overseeing design reviews, acceptance testing, configuration control, warranty enforcement, and final system acceptance across more than $300 million in bus and rail contracts. He directed DART’s systemwide SGR condition assessment, which set the agency’s federally compliant TAM Plan baseline. He also led an FTA-funded demonstration of LiDAR, drones, and virtual reality for infrastructure inspection. Mr. Spencer led DART’s clean-fleet programs, including the purchase of 500 CNG buses and the agency’s first battery-electric bus deployment, and served on DART’s Bus and Rail Safety Committees. Before joining DART, he held contracts, project management, QA/QC, and plant engineering positions at TU Electric and was a configuration manager at the Superconducting Super Collider Laboratory. He is one of the founding members of the national Automated Bus Consortium, has contributed to several TCRP research reports, and has served on many APTA and TRB technical committees that shape U.S. transit vehicle standards.
