Luke Stacks is a Senior Analyst primarily supporting corrective action plan monitoring, risk-based inspections, audits, and data analysis. He supports the Maryland Department of Transportation’s (MDOT) State Safety Oversight Agency. His background is in instructional systems design, and he has led multiple projects in his career involving training development, content management, standards and guidance development, and process improvement.

Mr. Stacks has over a decade of experience supporting safety and technical training for commercial flight. He started his career developing safety training for motor carriers (large trucks and buses).
