Ms. Francis is a Quality Assurance and System Safety professional with over 10 years’ experience in the transit industry.  She has extensive knowledge of light rail operations and the implementation of a compliant FTA Safety Management System (SMS).  Before joining TRA, she has served as the System Safety & QA Manager at Hudson-Bergen Light Rail in Jersey City, NJ, a consultant to the NJDOT State Safety Oversight Agency (SSOA) and, most recently, the Director of QA/QC for New Jersey Transit Light Rail Operations.

Prior to her transit experience, Ms. Francis worked for 5 years in the engineering industry, specializing in failure analysis, non-destructive testing, and asset monitoring.  She also supervised and implemented the quality assurance program for Lucius Pitkin, Inc. in New York, NY, which was regulated by the nuclear regulatory commission.
