Robert Kogan has extensive experience guiding clients through a variety of technical consulting projects in transit safety, security, operations, and maintenance. He leads and implements focused and effective safety and security program activities.

Mr. Kogan has been providing safety management and system safety consulting and support services to transit and oversight agencies throughout the United States for more than 18 years. His expertise extends to all areas of transit safety program management, including regulatory compliance, audits and inspection programs, accident investigations, hazard management, and corrective action plans. Mr. Kogan has a professional background in Safety Management Systems (SMS) and system safety, including, but not limited to, safety management policies, program implementation, safety certification, change management, safety assurance, rule compliance, training programs, employee fitness for duty, and safety promotion. Mr. Kogan has helped clients develop, establish, and implement new SMS programs and plans, and has written and developed Public Transportation Agency Safety Plans (PTASPs) and other plans, policies, and procedures related to safety management for rail and bus transit agencies of varying size. He has also supported numerous clients through external scrutiny by federal agencies and has managed numerous independent and comprehensive safety and security audits, assessments, and inspections for transit properties of all sizes, from large heavy rail and light rail transit systems to small bus and paratransit providers. Mr. Kogan regularly provides clients with strategic and executive-level communications and policy support.
