
SCOTT POULTON
LTC Scott Poulton is a Certified Emergency Manager specializing in security and emergency management projects. With over 26 years of experience, he provides expertise in planning, response capability development, ICS training, and exercises.
Joining the Transportation Resource Associates (TRA) team in November 2023, LTC Scott Poulton retired from the New Jersey State Police (NJSP) in December 2022 as an experienced law enforcement executive with over 25 years of experience. Most recently serving as the branch commander of Homeland Security, he oversaw over seven hundred enlisted and civilian employees, in support of the tactical, technical, and operational resources of the Special Operations Section as well as the preparedness, response and recovery assets of the Emergency Management Section. In this role, he was Deputy Director of the State Office of Emergency Management.
LTC Poulton is both a Certified Protection Professional and a Certified Emergency Manager and has extensive knowledge in security policy and procedures and has developed state-wide target hardening response plans to protect New Jersey’s mass transportation rail, ferry, and airport facilities. With 12 years’ experience deploying and training police canines he is recognized as a canine scent detection subject matter expert. Additional experience includes command of the Transportation Safety Bureau where he directed safety compliance through inspections and audits via the commercial motor vehicle, hazardous materials transportation, and motorcoach safety and compliance units. He has worked closely with the Transportation Security Administration at the Atlantic City International Airport and Port Authority of NY/NJ Office of Emergency Management at Newark Liberty International Airport to improve security and emergency response.
