Steve’s background and expertise is rail and bus safety and security, specializing in state and federal regulation oversight, operational safety, roadway worker protection, and transit security and emergency preparedness.

Mr. Frazier and TRA’s three other principals have a long history with the firm, form its leadership, and are deeply involved in day-to-day work with clients.

Stephen Frazier brings 17 years of experience specializing in transportation project management and technical assistance in the fields of state safety and security regulatory oversight.  He currently serves as the consultant team principal for multiple state safety oversight agencies.  Mr. Frazier is well adept in providing clients practical guidance in reviewing, developing, and evaluating safety and security state safety oversight programs, as well as working with transit agencies to implement safety and security programs compliant with federal, state, and industry best practices.   His state safety and security regulatory oversight experience includes serving as the lead subject matter expert on dozens of mandated triennial audits of safety and security elements, including security and emergency management, maintenance audits and inspection, facilities and equipment safety, roadway worker protection, tunnel fire/life/safety, and rule compliance.
