Zoe is a transportation planning professional with a master’s degree in city planning. She assists state safety oversight agencies with corrective actions, risk-based inspections, compliance reviews, and on-site audits to improve transit safety.

Ms. Yoo is a Project Analyst and is currently assigned to State Safety Oversight (SSO) programs with the Texas Department of Transportation, Pennsylvania Department of Transportation, and Oregon Department of Transportation, with previous experience working with the Hawaii Department of Transportation SSO program. TRA’s collaboration with these clients extends to all areas of State Safety Oversight (SSO) program management, including regulatory compliance, audits and inspection programs, accident investigations, hazard management, and corrective action plans.
