Transit safety and security certification is the formal process used to verify that new or modified rail lines, stations, vehicles, and systems are safe to enter passenger service. It captures hazard analyses, design reviews, test results, training records, operational readiness checks, and other evidence in a documented Certifiable Items List.
Certification matters because it demonstrates to regulators, boards, the public, and the agency’s own safety leadership that every safety-critical element has been designed, built, tested, and accepted before opening day. For rail transit, FTA and State Safety Oversight Agencies expect a rigorous certification process on major capital projects.
A Certifiable Items List, or CIL, is the master inventory of elements that must be certified before a system can enter revenue service. Items typically include signals, communications, traction power, vehicles, stations, maintenance facilities, operating rules, emergency procedures, and training programs.
The CIL is developed early in the project, refined as design progresses, and verified systematically during construction, testing, and pre-revenue operations. Each item on the list has defined acceptance criteria and evidence requirements, so by the time the project is ready to open, the certification file contains a clear paper trail of decisions, tests, and approvals.

Final safety and security certification is typically signed by senior agency officials, often including the general manager, chief safety officer, and project executive. For rail transit systems subject to State Safety Oversight, the SSO Agency also reviews and approves certification before pre-passenger service safety assessments are completed.

More recently, the American Public Transportation Association issued a safety and security certification recommended practice to update and augment FTA requirements. At the same time, the Comité Européen de Normalisation Électrotechnique, or CENELEC, maintains a certification framework that takes a different approach but is also sometimes used in North American transit projects.
