Executive Director, Security and Emergency Preparedness

Joining TRA in 2012, Major Sabol brings nearly 40 years of experience in the security and emergency preparedness field. He specializes in threat and risk assessments for clients in the transportation, maritime, aviation and petrochemical industries.

 

Major Sabol provides an extensive law enforcement background with experience in land based, marine, and aviation sectors.  He retired from the New Jersey State Police at the rank of Major with 26 years of experience as the Commanding Officer of the Field Operation Section.  The Field Operations Section is the largest component of the NJSP which encompasses nearly 1,700 members of a 3,000-member (sworn) organization. Major Sabol has successfully led commands throughout the State of New Jersey by achieving great success in working and coordination with outside organizations in extremely difficult environments.  His command experience included of the following Field Operations Commands:

  • Troop “A” (Southern, NJ), Troop “B” (Northern, NJ), Troop “C” (Central, NJ), New Jersey Turnpike, Garden State Parkway and the Atlantic City Expressway toll roads
  • Atlantic City International Airport
  • Meadowlands Sports Complex (Giants Stadium)
  • New Jersey State House Complex, Trenton, NJ
  • Urban policing initiatives in all major New Jersey cities

During his tenure as Major he has worked hand-in-hand with the Federal Aviation Administration, New Jersey Office of Homeland Security and Preparedness, Transportation Safety Administration, Nuclear Regulatory Commission and a multitude of public and private organizations in a coordinated effort providing site specific security and leadership related to target hardening enhancements to their physical facilities and infrastructure.  Major Sabol has developed key intelligence gathering and sharing products that are successful and in use throughout the country.  He has also managed multi-million-dollar budgets for identifying new technology along with ergonomically effective tools to gain maximum performance from members within the organization.  He has developed, planned, and supervised large training exercises and drills for emergency preparedness and initiatives based on current trends and threats of terrorist organizations that pose a threat to the United States including natural hazard related events.

Major Sabol also served as the incident commander for the activation and operation of the State of New Jersey’s Contra Flow Plan.  During Hurricane Irene in 2011, Governor Chris Christie activated the plan which involved the evacuation of all southern NJ coastal towns.  Major Sabol supervised the lane/traffic reversal of the Garden State Parkway, Atlantic City Expressway and several other major state highways in coordination with multiple state, county and municipal agencies which include a multitude of emergency service entities.  This was the first and only time this plan was ever activated for a major state emergency.

 

Major Sabol has played a key role in a range of transit security projects during his tenure with TRA. His responsibilities, in support of several independent clients, have included site visits and analysis in order to develop support materials for emergency responders, research on tools and strategies for mitigating transit operator assault risks, and participation in Threat and Vulnerability Assessment activities including asset identification, field reviews, and report development.

 

In addition to transit related projects, Major Sabol performs security related projects within the petrochemical industry. The projects include refineries and facilities that are maritime and inland regulated by DHS.  This work includes Security and Vulnerability Assessments, Top-Screen, Facility Security Plan audits and development, and creation of Standards and SOPs.  Major Sabol also performs site specific Security Assessments for private sector organizations.  This process is known as “TRASE” (Threat, Risk and Security Evaluation).
