Using a well-established risk prioritization scheme, TRA performed the TVA via characterization, documentation, prioritization, analysis, and site visits. In conjunction with conducting the TVA, TRA was also tasked with ensuring PATCO had appropriate procedures in place to ensure an efficient, dynamic security and emergency preparedness program.
TRA conducted a comprehensive Threat and Vulnerability Assessment (TVA) of Delaware River Port Authority (DRPA)’s commuter rail system, PATCO, which has a unique operating environment encompassing numerous, heavily populated jurisdictions, a landmark multi-use bridge and two states, as well as its interconnections with other major transit agencies.
