
TRA guided the development of the organizational structure and process for the State Safety Oversight Agency (SSOA) that will oversee the Washington Metropolitan Area Transit Authority (WMATA) Metrorail system.

The TRA team worked with MWCOG and stakeholders from Maryland, Virginia, and the District of Columbia to create an effective and efficient SSOA program that covers the nation’s second-busiest rail transit system.
The TRA team’s work has involved: surveying benchmarking other safety oversight agencies; analyzing the effort and expense needed for technical and administrative functions of the MSC; creating organizational structure and budget options; writing governance documents and procedures; drafting job descriptions and a recruitment profile; and staging an agency implementation plan, all within a seven-week period.
