TRA has served as PennDOT’s State Safety Oversight consultant for over 20 years. TRA worked with PennDOT to establish the Rail Transit Safety Review Program (RTSRP) before it was a national mandate for states that operate Rail Fixed Guideways. Throughout this partnership, TRA and PennDOT have worked to meet and exceed the federal requirements for 49 CFR Part 659, while also continuing to grow the program into a national model for State Safety Oversight Agencies. The RTSRP oversees safety and security of the light rail and subways of the Southeastern Pennsylvania Transportation Authority (SEPTA); the light rail, busways, and inclined planes of the Port Authority of Allegheny County (PAAC); and the inclined plane of the Cambria County Transit Authority (CamTran).

 

Program activity includes extensive ongoing on-site safety and security audits of covered transit agency compliance with established procedures and standards, as well as routine operations and rule compliance observations. TRA works with the covered transit agencies to monitor accidents, incidents, hazards, and corrective action plans.
Beyond that, TRA provides technical assistance in safety and security best practices. TRA also assists transit agency personnel in conducting internal audits, and executing other safety and security initiatives. The RTSRP has ongoing communication and frequent face-to-face meetings with the covered transit agencies to produce positive results for the client and the transit agencies alike.
