TRA and FDOT Lead Review of Orlando Airport’s Automated People Mover

In late September, TRA conducted a three-year audit of the Greater Orlando Aviation Authority’s (GOAA) Automated People Mover (APM) systems on behalf of the Florida Department of Transportation (FDOT). TRA supports numerous FDOT programs throughout the state, including safety oversight of the Miami-Dade Airport APMs, Miami-Dade Metrorail and Metromover systems, Miami-Dade’s bus system, Jacksonville Transportation Authority’s Skyway Monorail, and Tampa’s Hillsborough Area Regional Transit Authority TECO Line Streetcar. Though the Orlando airport APMs do not fall under the purview of federal oversight, the State of Florida has mandated a comparable and comprehensive program to oversee the safety of fixed-guideway transit systems throughout the state. The purpose of this review was to verify that GOAA’s APMs were being operated and maintained safely and in accordance with their established policies and procedures, FDOT’s regulations, and industry best practices. Orlando Airport has five separately operated APMs: four that connect the Central Terminal to the four outer satellite terminals, and the newest APM, which connects the Central Terminal to the newly constructed Intermodal Center and future South Terminal. The South Terminal, when completed, will support the expansion of the airport with many new gates and serve as an intermodal hub connecting the airport to the Brightline high speed rail system, a new rail system that will eventually connect Orlando Airport to West Palm Beach and Miami. The five APM lines are each operated and maintained by private contractors. The TRA team led a successful and productive audit and appreciates the cooperation and support of GOAA and its contractors.
